In 2008, Cuba signed the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights (U.S. Department of State, 2010). Although Cuba made the effort to begin an operation based on a more democratic approach, the country has failed to incorporate such workings. Fidel Castro made it a point to change the way Cuba was governed and through trial and error Castro succeeded.

Cubans gained their independence with the assistance of the United States. Cuba was under United States military control for several years after that. In May of 1902, the United States granted Cuba it’s long sought after independence. The independence was limited because the United States, acting under the Platt Amendment, reserved the right to intervene to preserve Cuban independence and stability. Eventually the Platt Amendment was appealed, this lead to an agreement between the United States and Cuba to lease the naval base at Guantanamo Bay. This naval base would be leased to the United States.

Cuba has petroleum deposits in offshore wells that could sustain it and not have to depend on foreign oil. Cuba only needs to develop the machinery to extract the offshore petroleum. Cuba also has a strong fishing industry.
The legal system used by Cuba is based on Spanish civil law. Since Cubans were under American control for a period of time their legal system was influenced by the American legal system.
